The council office block will anchor the larger £220m regeneration scheme planned to breathe new life into the seaside town.
The single stage design and build contract covers shell and core and fit-out for at least 85,000 sq ft of offices.
In addition to the council office accommodation, there will also be retail space on the ground floor and work to refurbish and improve a nearby car park.

The wider Talbot gateway development will regenerate the north west part of the town centre, around Blackpool North station.
Muse plans more than 330,000 sq ft of office and business space including the new council offices as well as a 90,000 sq ft food superstore, four hotels, shops, cafes, restaurants, residential units and a doctor’s surgery.
The 25-acre scheme also includes a public square opposite the station.
