British Land was proposing a total of 347,000 sq ft comprising office space, 13 new retail units and 40 new apartments.
The scheme also included two new areas of public space, totaling 15,000 sq ft.
The plans have run into fierce opposition from local conservationists keen to protect the character of the city fringe neighbourhood.
British Land said it was “disappointed” by the decision and was now considering its options.
