The deal would cover renewal work to “legacy concrete” which is exposed or covered with a thin layer of asphalt.
Highways England is now asking contractors for their advice on how the framework would operate.
Legacy concrete pavements currently account for 4 % of the national strategic road network.
A Highways England OJEU notice said: “Critical failures in the last three years have focused the need to develop a comprehensive response to the safety concerns associated with this pavement.”
The latest planned framework for 2020-2025 is part of a rolling resurfacing programme worth £1bn over the next two decades.
The notice added: “Highways England’s philosophy is to maintain by repairing the good concrete and maintain it in a safe state of repair until replacement becomes due, measured against condition and load model parameters.”
