The city council aims to fill in 22ha of Portsmouth Harbour between Tipner West and Horsea Island to create a new coastal housing community.
To set out ambitious plans for a new city community, the council is planning an industry day in September.
The £1.3bn Tipner Peninsula 44ha regeneration scheme will involve building 4,000 homes, shops, hotels leisure facilities and schools.
The reclamation elements will create a new 2.2km stretch of waterfront, linked to the rest of the city by a new bridge adjacent to the existing M275.
So far the council has commissioned Savills to manage a multi-disciplinary team, made up of Marina Projects, WSP and Gensler, to progress the planning phase of the programme.
It has appointed ECD Architects to develop a 3D BIM model.
The first stage of the masterplan will be completed and produced before the end of the year.
Planning will be submitted in 2022, in the hope of advancing first works on the site in 2023.
