It chosen partners will share a work package of up to £110m over the period.
Thirteen was set up through the merger of several small housing associations in 2017 and manages 34,000 properties from North Tyneside to York, with the majority of homes for rent and sale in Teesside.
The work content will be made up of all aspects of property refurbishment, including complex and high-rise buildings, and neighbourhood and estate improvements.
Thirteen said the breadth and complexity of the scope to be delivered will require the partnership to include multi-disciplined and specialist teams capable of providing a ‘one-stop shop’ service without the need for extra procurement.
Under present plans an invitation to tender will be released early in December.
The procurement will be handled by Thirteen Group’s Sarah Vasey.
