Plans for the first 10 high-rise apartment blocks and a 123-bedroom hotel were given the go-ahead last night.
This puts the house builder on track for a construction start in 2012.
The regeneration of the 106-year-old site will also include improvements to the racing, hospitality, conference and events facilities.
