The 20 hectare site overlooks the River Nene and historic parkland and forms part of the Northampton Waterside Enterprise Zone.
The current plan for Phase 1 will see a 200,000 sq ft mixed-use development.
Future phases are earmarked for 1,250 homes and community facilities.
The University of Northampton has expressed an interest in the site as a potential location for a new campus. As a result, the selection of a partner will be based on a proposed phase of development that can be implemented with or without a University campus on site.
