Matthew Skeet, 19, and Kevin Ruffles, 57, died at Worlingworth, Suffolk, on 21 October 2010.
Barry Potts, 64, of Freston, near Ipswich, appeared at Ipswich Crown Court charged with gross negligence manslaughter and was granted bail.
The BBC reported that he is due to return on 11 October when he is expected to enter a plea.
Skeet and Ruffles were working on a site at the ‘The Old Maltings’ when a wall collapsed on top of them.
It is alleged that Potts gave the pair permission to dig a trench under part of the wall, which weakened the foundations and led the wall to collapse.
Site owner Elliston Steady & Hawes (Building) are also facing health and safety charges following the incident.
