Specialist D J Oakley Scaffolding is investigating how the scaffolding became detached in winds gusting to force 9 late in the morning.
Renovations were being carried out to the former HSBC bank on Hall Quay in Great Yarmouth when the gales caught sheeting.
The scaffolding fell on to a neighbouring empty Natwest bank building and nobody was hurt.
Oakley built a second scaffold with a work platform yesterday to start work to dismantle the affected section.
