Work will be concentrated on maintaining water courses in the region and small civils projects and should account for an investment of around £30m.
Each package will typically be worth up to £250,000, although over the four years programme up to £30m will be spent on coastal and river defences in the region.
The framework attracted several major contractors including BAM Nuttall, Birse and Galliford Try who have all won places.
