Developers Extra MSA Group submitted the plans to Sheffield City Council for a 27-acre site at Junction 35 of the M1.
The development near Chapeltown is expected to cost £36m to build and will employ around 400 workers during construction of an 80-bedroom hotel, food and retail space, petrol station and space for 600 cars.
Andrew Long, chief executive officer of Extra, said: “Having established a clear requirement for a new MSA at Junction 35 of the M1, we are confident that our proposals can facilitate another flagship, job creating MSA.
“Our seven nationwide MSAs all make major contributions to their localities and have been sensitively designed to work with the surroundings and this latest project will be no exception.
