Scape plans to shortlist half-a-dozen civil engineering majors to bid for the single place on the National Civil Engineering and Infrastructure Framework.
Only major firms turning over more than £500m will be eligible to bid for the national deal.
The new four-year framework will extend Scape’s current portfolio of national construction and professional services panels.
Mark Robinson, group chief executive at Scape, said: “Our clients asked that we considered the procurement of a national civil engineering and infrastructure framework.
“The framework will be able to deliver on large-scale, high-profile projects such as associated infrastructure around HS2.”
A wide range of civil engineering and infrastructure services will be included in the framework.
Firms have until 21 July to complete prequalification documents, which are available from the Delta sourcing website.
