Crown Commercial Service has confirmed that the new Construction Works and Associated Services 3 framework – incorporating ProCure 24 – will go out to market in early March.
The mega framework, reference RM6320, is designed to replace and consolidate several major national routes to market, rolling together RM6088, RM6267 (Construction Works and Associated Services 2 / ProCure 23) and the offsite-focused RM6184 arrangement.
The new deal is expected to run for eight years from January 2027 to January 2035 and has been allocated an estimated maximum value of £120bn, making it one of the largest public sector construction frameworks ever procured in the UK.
CCS said the agreement will give public sector clients a single, simplified route to procure construction works, associated goods and services across the full spectrum of built assets and infrastructure.
Crucially, the framework will also absorb the fifth generation of NHS England’s ProCure platform, continuing to support major healthcare capital programmes once ProCure 23 expires. Market engagement will be carried out jointly by CCS and ProCure.
The scope is broad, covering building and civil engineering works, infrastructure, repairs and maintenance, demolition and site preparation, professional services, and the manufacture, supply and installation of offsite and modular construction solutions.

The framework is intended to serve central government departments and all UK public sector bodies, including local authorities, arm’s-length organisations and SPVs, with coverage across England, Wales, Scotland and Northern Ireland.
CCS has pencilled in 4 March 2026 as the expected publication date for the tender notice, putting bidders on alert for what is expected to be a fiercely competitive procurement.
