LHC launches £1bn housing and demolition framework

Public sector procurement body LHC Procurement Group has started the race for places on its third generation £1bn housing, regeneration and demolition framework.

Around 32 firms now face a fight to retain their places on the framework with expanded scope to cover new build residential schemes, retrofit and estate regeneration, demolition, remediation, enabling works and defence housing projects in England.

A separate £75m Welsh Procurement Alliance version has also been issued for Wales, limited to retrofit, remediation, enabling works and defence housing because housing and demolition are already covered by WPA’s New Homes for Wales framework.

The Housing, Regeneration and Demolition H3 framework  is split into a dozen lots, ranging from small housing schemes of up to 10 homes through to projects above 50 homes and residential buildings over 18m.

For the first time, LHC is also reserving up to three places for micro or small firms on key lots covering small new build housing, low-value retrofit, low-value demolition, remediation and enabling works.

The move is designed to give smaller regional contractors a better shot at places on the new framework.

H3 Framework Lots
Lot 1* New build traditional housing – 1 to 10 units
Lot 2 New build traditional housing – 11 to 25 units
Lot 3 New build traditional housing – 26 to 50 units
Lot 4 New build traditional housing – over 50 units
Lot 5 New build traditional housing – above 18m
Lot 6* Retrofit and estate regeneration – £0-£2m
Lot 7 Retrofit and estate regeneration – over £2m
Lot 8* Demolition services – £0-£1m
Lot 9 Demolition services – over £1m
Lot 10* Remediation and enabling works – remediation
Lot 11* Remediation and enabling works – enabling works
Lot 12 Defence housing and enabling works

*Lots with places reserved for SMEs

Successful firms will act as principal contractor and take on associated design duties.

The framework will be available to councils, housing associations, ALMOs, government bodies, NHS organisations, emergency services, schools, colleges and other public bodies.

The deal will run from 26 October 2026 to 25 October 2030, with an option to extend to 2031.

Bids must be submitted by midday on 17 June, with award decisions expected on 15 October.
