South Northamptonshire District Council has put forward plans to redevelop Towcester with a new community library and improved leisure facilities.
The town centre expansion is being undertaken ahead of plans to build 3,000 new homes to the south of Towcester.
The local authority has broken the plan down into two distinct lots.
The first valued £10m to £25m covers redevelopment in the Moat Lane area including a new hotel, restaurant, cafes and bars, improved car parking, and additional shops and offices.
The second job, also expected to cost somewhere between £10m to £25m is to build new council offices.
Requests for PQQs need to be in by 10 September.
