The house builder is investing £65m in improved transport links, schools and community buildings.
A similar sum will be invested in social housing, which will account for around 1,000 of the planned homes.
Building of the first 220 homes is due to begin in October on the site to the west of Didcot.
Jon Fletcher, managing director of Taylor Wimpey Oxfordshire, said: “Great Western Park has undergone years of extensive planning and consultation.
“The £60m investment will mean that we can establish a real community here that will benefit both existing and new residents.”
