As part of cost-cutting measures the HCA is replacing 21 specialist panels of consultants with four panels.
A total of 21 consultant will sit on a multi-disciplinary panel, looking at a range of areas including masterplanning while 12 estate agents will sit on a new property panel.
Two further panels, looking at design and engineering, will be selected by the end of the year.
An internal HCA review found that bodies using the agency’s panels could make average savings of 20% on bought-in services shorten the time it takes to procure by more than four months compared to undertaking a fully compliant OJEU procurement process themselves.
Trevor Beattie, HCA director of place making, said: “The HCA’s framework panels are a great example of the support we can offer to local authorities, making it quicker and cheaper for them to buy essential technical advice and services than it would be if they followed a stand alone route.
“Fewer panels should make the process even more efficient and cost-effective.”
