The council currently spends around £9m a year carrying out highways improvement and maintenance work and is looking for a contractor to take over existing staff and operations while delivering efficiency savings.
A second separate element of the framework will involve routine maintenance and provision of a wide variety of drainage works estimated to cost around £1m a year.
The deal with be for a four years term with an option to extend for a further three years.
