The council plans to redevelop the 8.7 ha Central Car Park and Maltings site, integrating fully with the rest of the city centre.
Once the preferred partner has been selected at the end of the summer, it will develop indicative plans as part of the planning process.
Salisbury currently lacks the range of retailers available to shoppers in competing centres such as Southampton and Bournemouth, which have both formed partnerships with developers to deliver city centre improvement schemes.
