The proposed highway scheme involves the construction of a clockwise gyratory on the edge of the masterplan area to the north of Miller Street.
The existing four-lane road divides the city centre and surrounding communities and will be reduced to just two lanes.
The space created is to be redeveloped for pedestrians and cyclists.
Traffic that currently travels along Miller Street towards the junction with Rochdale Road will instead travel along a new two-lane road created along the line of Corporation Street, Aspin Lane, St Michaels Square and Angel Street.
Interested firms have until 3 June to return prequalification documents.
