The proposal to build the homes is the brainchild of a partnership between Cornwall Council, the Duchy of Cornwall, Waitrose and local food producer group The Taste of Cornwall.
If councillors back the proposal, building work could start in early next year.
The 98-home scheme will be built on a 19-hectare site near the city’s cattle market and includes community allotments, a waste recycling centre, and 1,300-space park and ride car park.
