Plans for a scaled-down £275m Broadway shopping centre will be submitted to the local council this week.
Debenhams was the major planned tenant when the scheme was mothballed in 2008.
It has now been scaled down from 100 shops to 75 covering 550,000 sq ft.
Westfield told the Daily Telegraph it needs to secure further pre-lets before restarting construction but it could be back on site within the next 12 months.
Peter Miller, chief operating officer at Westfield, said: “There has been strong interest from retailers who are keen to take space in the scheme and we look forward to announcing further signings in the near future.”
