The city council is looking at a proposal to draw up a preferred list of contractors to overhaul up to 20 sporting and leisure facilities.
The first scheme involves a competitive tender process to build a £14m community swimming pool and leisure centre in Sparkhill.
Firms on the list for the project will be invited to sign a framework allowing them to bid for £100m of proposed projects.
Leisure cabinet member Martin Mullaney said: “We hope the Sparkhill procurement process can lay the groundwork for any future community pool projects in Birmingham.”
The Sparkhill baths will consist of a 25m six lane pool with seats for 40 spectators, a learner pool, dance studio, fitness suite and a community room.
