Birmingham City Council is heading up the procurement of the pathfinder project, which will run for three years and cover both private and council-owned housing.
The successful delivery partner will be expected to secure finance through the Government’s Green Deal, sell the scheme to private homes and manage the huge refurbishment programme.
Following the pilot scheme, 36 councils and housing associations plan to sign up to a 5-year plan worth an estimated £500m.
The legislation is currently under consideration with the first Green Deal schemes expected to commence in autumn 2012.
Under this legislation energy efficiency measures can be installed on properties at no initial cost to the property owner.
The costs of doing this are then recovered through a fixed charge on their energy bills over a defined period.
