But today’s statement stops short of firmly committing to a new £400m stadium.
Spurs chairman Daniel Levy referred only to stadium expansion in his statement this morning leaving his options open on whether to revamp the existing ground or build a new 55,000 seater stadium.
The firm aims to reregister as a private company in January. This will give it more freedom to raise cash by offering a big stake in the club.
Levy said: “It is clear to us that increasing the capacity of the club’s stadium is a key factor in the continued development and success of the Club and will involve considerable additional capital expenditure.
“Given this requirement, we believe that the AIM listing restricts our ability to secure funding for its future development.”
But a source close to the club told the Enquirer: “There are still a lot more commercial negotiations ahead, which means the club is being cautious about what it is saying.
“But this is the clearest signal yet that Spurs are going ahead with the new Northumberland Development stadium plan.”
