The body called Procurement Plus aims to place around 40 contractors on the framework, which will start next May.
It is expected to run for four years with a maximum spend of up to £130m, although works could end up being significantly lower.
The development projects will predominantly be new build programmes covering, but not limited to, residential dwellings, extra care, sheltered schemes, community centres, supported housing, retirement villages.
There may also be an element of refurbishment work to existing buildings but only where this is part of a wider development scheme.
