Plans drawn up by Aedas Architects include an enclosed, high-level pedestrian bridge linking the bus and rail stations, two lifts and a cycle centre with secure parking.
Sustainable energy initiatives, including rainwater recycling, solar panels, air source heat pumps and low-energy LED lighting
The project will be funded through the Greater Manchester Transport Fund and Bolton Council.
If the planning application is successful it is expected that that construction will start this year and be completed during 2014.
A Compulsory Purchase Order has been made to acquire the properties and land required for the development, but Bolton Council will continue to negotiate with landowners and tenants.
