Contractors make up the bulk of the firms on the Delivery Partner Panel set up by the HCA in January 2010.
Fifty local authorities are already using the panel and have identified 23,000 new homes for construction.
But the HCA confirmed today that it will start the re-tendering process shortly ahead of a new panel coming into force in January 2013.
An HCA spokesman told the Enquirer: “We intend to start re-procuring the panels precisely because the current one expires in Jan 2013 and it takes time to procure a new one.
“The new panel won’t go live until the current one expires.”
Housbuilders are expected to lobby hard for a greater share of the places on the new panels.
