The £500m pavement and concrete framework has been divided up between five national suppliers with smaller producers failing to make the grade.
Aggregates Industries, Hanson Contracting, Hanson Quarry Products, Lafarge Aggregates and Tarmac will all get a slice of the national programme, which has been divided up between four regions.
Suppliers will be brought on to major projects at an early stage to collaborate with contractors on new build and maintenance projects.
The agency’s suppliers will contribute to the design of the pavement structures and support improvements in quality, price, buildability and sustainability.
