The fire broke out more than 60 floors up on the Federation Tower complex.
The blaze took four hours to control at what will be Eastern Europe’s tallest building and was visible across the city.
Reports said the fire quickly spread through construction material and thermal insulation.
As workers evacuated the building, the fire appeared to die down but then broke out again and expanded.
There have been no reports of injuries.
The tower complex is designed to be 93 floors high and is due for completion by 2013.
