The alliance comprises a group of nine councils; Hertfordshire, Cambridgeshire, Suffolk, Norfolk, Luton, Bedford, Central Bedfordshire, Essex and Southend on Sea.
The four winning contractors are Tarmac, Osborne, Eurovia and Jackson.
The framework will start this month and run until 2016.
The quartet of contractors will compete for work on schemes including highway improvements, highways works, town centre improvements, drainage and various other infrastructure projects.
