Staffordshire Fire and Rescue Service said Kier’s Blue3 consortium had beaten rival Vinci to deliver the phase two overhaul.
Under a PFI agreement, Kier will rebuild Burton-upon-Trent, Kinver, Lichfield, Longton, Leek, Stone, Chase Terrace, Rugeley, Codsall and Penkridge community fire stations.
The firm will also relocate the Ashley community fire station to a site in Loggerheads.
Chief Fire Officer and chief executive Peter Dartford said: “Five organisations qualified to take part in the procurement process, and this was reduced to just two bidders in July last year.
“It was a close contest with both companies, Blue3 and Vinci, producing excellent submissions.
“We now look forward to progressing the project with blue3.”
Bilfinger Berger won the first phase that saw the rebuilding of seven stations and the building of three additional stations, all now operational.
Kier will now put the finishing touches to the design to allow full planning to be submitted for all 11 community fire stations.
A final contract is due to be signed in spring next year to allow construction to start.
