Investigators suspect heavily laden aggregate trucks and a lorry carrying 100t of steel plate overloaded the bridge causing the 100m deck to tilt to one side and crash to the ground.
Engineers will also investigate whether shoddy construction could also be to blame.
The huge suspension bridge spans the Songhua river and was built just nine months ago at a cost of £250m.
It is the sixth major bridge collapse in China since July.
