The site contains the world’s oldest iron-framed building.
The first phase will concentrate on restoration of the Main Flax Mill, Kiln, Dye and Stove House, Office and Stables to remove them from the English Heritage “at risk” register.
The initial works are worth between £15m and £19m with a potential £8.5m second phase set to follow.
Up to eight contractors will be invited to tender and firms should make an expression of interest by October 12.
