Bloor Homes will begin construction in November, with the first homes expected to be completed next spring on the £35m section of the 2,500 scheme near Waterlooville.
Over the next 10 to 15 years, a ‘garden city’ is planned to be built, with two new schools, offices, retail, and two new pubs.
Grainger will sell phases of consented land to house builders after first installing infrastructure.
