Worker Adi Andrews was found at the bottom of a 4m trench at the site, off the A465 in Wormbridge, on 22 October.
Paramedics said the 46-year-old had a cardiac arrest and crews could not save him.
West Mercia Police have confirmed the arrest and are working with the Health and Safety Executive on the case.
Last week, West Midlands Ambulance Service said the man had been carrying out ground work on the building site when his colleagues noticed he had disappeared.
A spokeswoman said builders had needed to help medical staff lift the man out of the trench using a digger and ropes.
Once at ground level, crews continued advanced life support in an attempt to resuscitate the man but despite their best efforts, he was confirmed dead at the scene.
