The winning firm will carry-out all construction and maintenance work on the county’s road network.
The council managed network currently includes 9,800 km of county road network, 4,100 km of footways, 4,832 km of Public Rights of Way, 137,000 gullies, 50,000 streetlights, 2,000 bridges and other structures and 2,700 smaller culverts, 375 signal controlled junctions and crossings, and 453 Vehicle Actuated Speed signs.
The initial deal is for seven years with the option of a five-year extension.
The council said the minimum level of annual work through the deal would be £40m and could rise to £65m.
Up to six contractors will be invited to tender and expressions of interest must be made by January 28.
