The engineering and environmental work needed to develop Phase two includes the links from Birmingham to Manchester and to Leeds through the East Midlands and South Yorkshire, as well as a spur connection from the Phase 1 line to Heathrow.
The engineering work is expected to command total fees of £12m-£40m and the environmental element £3m-£10m. Detailed design packages will be awarded through secondary competitions.
The bill for the first phase of HS2 is planned to start its process through Parliament by the end of this year.
