The 65,000 sq ft development comprises six floors of office accommodation above the station, served by an entrance lobby on Davies Street.
The contemporary office scheme has been designed by PLP Architecture and will now be considered by Westminster Council.
The design also incorporates a ventilation shaft that will be constructed as part of the works to build the Crossrail station western ticket hall.
Grosvenor will be responsible for delivering the over site aspect of the scheme once Crossrail station and ticket hall construction works are completed in 2017.
