Highways cost-cutting champion joins Mouchel

A leading adviser to the Government’s drive to cut highways maintenance costs is leaving the public sector to join Mouchel.

Matthew Lugg will become Mouchel’s Director of Public Services within its infrastructure services business.

He leaves Leicestershire County Council in July where he has held the post of Director of Environment and Transport for eight years.

Since June 2011 Lugg has also been on secondment with the Department for Transport for three days a week working as a Special Adviser supporting the Highways Maintenance Efficiency Programme (HMEP).

Lugg’s key focus at Mouchel will be on “the formulation of efficient service models for its local authority clients.”

Lugg said: “I am looking forward to furthering the work I have led on the highways efficiency agenda in the UK and internationally for Mouchel.

“Making the best use of overall resources in public services is essential in meeting the increasing demands at a time when finances are becoming increasingly more constrained.

“Traditional ways of working are no longer going to meet increasing demands for increased transparency, accountability and continual improvement with greater collaboration between the private and public sector organisations increasingly being the norm – an exciting opportunity for us all”

David Virden, Acting Managing Director, Mouchel Infrastructure Services, said: “We are excited by the prospect of Matthew joining our executive team.

“His knowledge and experience of delivering value-led public services at a senior level will complement our team.

“His arrival is perfectly timed to support the growth of Mouchel in the UK, as the efficiency agenda is delivered, and internationally as other countries look to the expertise that exists in the UK.”
