It is dumping the old single framework, which favoured major, multi-disciplinary companies, for a new set up of six specialist framework lots.
TFL procurement bosses hope the fresh approach will raise competition and allow smaller specialist consultants or joint ventures to win places even in the face of stiff competition from the new breed of big multinational players.
Andrew Quincey, TfL Director of Commercial said: “We’ve started developing a new set of framework agreements which will allow us to keep improving and maintaining London’s transport services for our customers whilst delivering the best possible value for money.
“The frameworks will also enable us to work collaboratively with the wider GLA group as well as London Boroughs.”
He added that the new set up was aimed at improving the efficiency of project delivery, encouraging joint ventures as well as implementing an improved working relationship with specialist suppliers.

The current framework agreements have saved TfL £6m in costs over a three and a half year period. It is expected similar if not improved savings will be achieved with the new framework agreements that will run for four years.
TfL said the first framework to come to the market will be for commercial services and project and programme management.
Invitations to prequalify for the next generation of frameworks in the capital will be published this week in the OJEU.
