The new framework could be worth as much as £300m over the next four years, depending on uptake.
Fusion is aiming to sign up five contractors with good track records in the refurbishment of multi-storey housing blocks and will use a specific project tender to select the panel.
The top contractor will deliver the first job, expected to be valued around £3m, and then subsequent work will be put out to mini competition among framework firms.
