The move follows the collapse of the proposed BESNA deal 12 months ago.
The Enquirer understands that contractors represented by the Building and Engineering Services Association will start new talks with union leaders within weeks.
The BESNA reforms collapsed last year following an aggressive campaign by Unite activists which forced the employers to drop the deal.
Site disputes were followed by direct action outside clients’ offices and the homes of company directors.
Any new agreement will not go-under the BESNA name.
