Paddam spent nearly eight years as head of infrastructure at Morgan Sindall and Morgan Est.
He will report into Kier executive director for infrastructure Sean Jeffery, and support the growth plans Kier has for the infrastructure market.
Kier has also hired former Network Rail’s senior commercial manager Stephen Gregory to join the major projects business.
Gregory has worked for Network Rail’s change management programme on the 10-year national track renewal programme, a suite of contracts delivering renewals through collaborative alliances.
