Smith will step up from his current role as Chief Operating Officer after current CEO Steve Fareham decided to bring forward his planned retirement.
Fareham was due to retire next summer but will now step down from January 1 and will remain with the company as a non-executive director.
Smith joined Billington in May from William Hare where he was London Operations Director following 26 years with D. A. Green Steel and Cladding.
Fareham said: “I have known and respected Mark for over 20 years and he has very quickly settled into his role with Billington.
“With his new team firmly in place and a growing confidence in the business, I have decided to bring my retirement date forward from the previously announced date of June 2015 to the 1st January 2015.
“After over 46 years with Billington I am absolutely delighted to be offered the role of non-executive director and look forward to continuing to support Mark and my co-directors in the future.”
