The 300,000 sq ft building is expected to cost up to £40m to build with Alstom also due to tie in an extra £20m facilities management contract for 10 years.
The building at fields next to Hale Bank Road close to the Liverpool spur of the West Coast Mainline would be used for rail engineering and maintenance activities.
It is proposed the scheme would be delivered in three phases with the present tender invitation cover the main building and associated car parking.
Phase 2a would include an 80,000 sq ft extension to the facility with a connection to rail sidings, while phase 2b would include a further 180,000 sq ft extension.
