The authorities have issued a prior information notice (PIN) inviting firms to find out more about the Manydown scheme.
The site is situated to the west of Basingstoke in Hampshire and covers 843 hectares of greenfield land.
The first phase of the scheme will contain 3,400 homes with 8,000 planned in total.
Councillor John Izett, Cabinet member for Manydown at Basingstoke and Deane Borough Council, said: “We’re looking for an experienced partner to bring their expertise in placemaking coupled with enthusiasm to help realise our forward-thinking plans to make Manydown a vibrant, successful community and an amazing place for people to live.”
Richard Bayley, Project Director for Manydown, said: “Manydown offers one of the best residential development opportunities in England.
“We are looking for an organisation or a consortium of developers and investors who have a solid track record in placemaking and infrastructure to deliver this large scale residential project.
“We need a partner who has both financial and resource capacity to work with us and commit for the longevity of this exciting project.
“Our plan is to enable the selected partner to facilitate the delivery of the first phase of 3,400 homes, but they will also be encouraged to fulfil the longer term opportunity of the project which could comprise further development phases. The whole of the project could ultimately deliver 8,000 homes.”
Interested developers and investors will have the chance to discuss the project with the Manydown team at a partner engagement event on Monday 13 June to find out more about the opportunity. The OJEU notice will be served in July 2016.
