The new framework panels will be used by Westminster City Council, the Royal Borough of Kensington and Chelsea, and Hammersmith and Fulham.
These boroughs have been working together for the last few years but are now aiming to set up several formal panels of contractors to obtain bigger efficiency savings.
All three boroughs are shunning the London Highway Alliance Contract set up by Transport for London. This was assessed on a 70:30 price to quality ratio geared towards larger projects, rather than a 40:60 weighting envisaged by the councils for their programmes of smaller scale work requiring greater community consultation.
Each new framework will run for five years with the option to extend for up to 3 years.
