Plan submitted for £400m Harlow science hub

Public Health England has submitted plans to build a a £400m laboratory complex at pharmaceutical giant GSK’s vacant site at Harlow in Essex.

The 1.3m sq ft plan involves refurbishing several current buildings and constructing laboratories and a visitor centre on the Pinnacles Estate site.

If approved, the plan will see PHE co-locate most of its current facilities at Porton in Wiltshire, Colindale in north London and its central London headquarters to a single, state-of-the-art science campus.

Several major GSK laboratories built in the 1990s will be retained and refurbished

Building work is expected to start in 2019 with phased occupation starting in 2021.

The project will be delivered through four main building contracts, let through a two-stage tender process.

Lot 1 — New build high containment bioscience laboratory building (£160m) – Completion 31.3.2023
Lot 2 — Refurbishment of Mixed use Laboratory Buildings (£100m) – Completion 30.6.2021
Lot 3 — Arrivals, Administration and Logistics Buildings (£35m) – Completion 30.6.2021
Lot 4 — Site-wide Infrastructure and External Works (£70m) – Completion 30.9.2022

Richard Gleave, Deputy Chief Executive, PHE said: “I am delighted that we have now submitted our plans for consideration, following extensive discussions with the local community, relevant authorities and other stakeholders.

“We want to make Harlow our home and we believe the science campus will bring long-term benefits for the area, as well as unique opportunities for public health research on a national and international scale.”
