Webinar for contractors interested in £600m power plant

North London Waste Authority (NLWA) is holding a Market Information Webinar highlighting work packages available on a new £600m power plant.

The webinar will be available from Tuesday 21 April 2020 for contractors who want to be part of the North London Heat and Power Project (NLHPP) at Edmonton EcoPark.

The webinar replaces a traditional face-to-face event due to the current Covid-19 pandemic.

It will be the second of three market engagement days being held for the ERF contract.

At the initial event in January over 70 contractors attended to find out about the scope of works to deliver the ERF and give feedback on the proposed procurement strategy.

On 21 April the client will share additional information about the contract and procurement strategy and ask contractors to submit further feedback before an OJEU notice is issued in summer 2020.

The world-class ERF, which will be capable of generating up to 78 megawatts of electricity, will be the first in the UK to use Selective Catalytic Reduction for emissions removal, and use a combined wet/dry flue gas cleaning system to make it one of the cleanest in the country.

The appointed contractor will deliver all design, engineering, procurement, construction, commissioning, testing, operator training and handover requirements for the new ERF including all buildings, infrastructure and works.

The key component is the design and construction of the ERF which will treat up to 700,000 tonnes of north London’s non-recyclable waste. Further details of the works included in the contract be found in Prior Information Notice (PIN) here. The PIN was issued to the EU Publications Office on Thursday 19 December 2019.

Under a separate contract the NLHPP is also providing a new education and community centre known as EcoPark House and a Resource Recovery Facility which will maximise recycling from bulky waste and for the first time ever will enable residents to bring their recycling direct to the EcoPark.

The NLHPP will deliver at least 100 apprenticeships and 225 on-site skills training opportunities for the local community during construction.

Enabling works to deliver the NLHPP commenced in early 2019 and significant progress has been made to prepare the site ready for the construction of the ERF and Resource Recovery Facility.

The webinar in April is for contractors who want to deliver the ERF project as part of the NLHPP programme and will provide the opportunity for contractors to gain more information about:

  • The Authority’s vision for a successful project,
  • The works package value, programme and contract details,
  • The approach to procurement,
  • Balance of risk between client and contractors,
  • Working collaboratively to deliver outcomes, and
  • Design guidance principles.

Following the webinar in April, a third event will be held at the start of summer 2020 where NLWA will present the final procurement approach before issuing an OJEU notice.
